NOTICE OF RACE
Dutch OK-Klasse Championship
Ok-Dinghy class

organized by WSV Zevenwolden
under the auspices of the Royal Netherlands Watersport Association (RNWA)

from 26 Augustus to 27 Augustus(inclusive) 2017

location: Tjeukemeer by Oosterzee, The Netherlands

 

1          RULES

1.1       The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

1.2       The ‘Rules for Championships Sailing, Windsurfing and Kiteboarding ’ will apply.

1.3       The minor changes may appear in full in the sailing instructions. The sailing instructions may change other rules as well.

1.4       If there is a conflict between languages the original English text will take precedence.

1.5       Every person on board who has his domicile in the Netherlands shall have the appropriate license.

 

2          ADVERTISING

 

3          ELIGIBILITY AND ENTRY

3.1       The regatta is open to all boats of the OK-dinghy class.

3.2       Eligible boats may enter by registration with the organizing authority or de OK klasse

3.3       Entries shall be made on the website www.easterseregatta.nl or www.zevenwolden.nl/evenementen/easterse-regatta.htmtogether with the required fee, before 20 August 2017.

3.4       Late entries will be accepted under the following conditions: the price will be raised to €. 50,00.

 

4          FEES

4.1       Required fees are as follows before the 20th of August:  €. 50,00

4.2       For the sailors is the BBQ included. Other invitees paying: for BBQ a €.10,00 p/p

 

5          SCHEDULE

5.1       Registration: At the racing office near the Camping site

Day and date:   Friday              25 -8    From 16.00h     To 18.00h

Day and date:   Saturday          26 -8    From   8.30h     To 10.00h

5.2       Measurement and inspection: Competitors shall be available with their boat and equipment if this is required on command of the racing committee   

5.3       Schedule of Races

Saturday, 26 August:

            Palaver at                     10.00h

First start                              warning signal race 1       11.30h

race 2,3,4 as soon as possible

BBQ will start at                     19.00h

Sunday, 27 August:

Fifth start                              warning signal race 5       10.00h

Race 6,7,8 as soon as possible

Prize giving                            after the last race

5.4       On the last day of the regatta no warning signal will be made after 15.00 h

 

6          MEASUREMENTS   

Each boat shall produce a valid measurement certificate. Boats and crew may be inspected during the regatta at the discretion of the Race Committee and OKDIA

 

7          SAILING INSTRUCTIONS

The sailing instructions will be available after 1 July 2017 on the website of Easterseregatta.nl or the website of www Zevenwolden.nl or at the regatta office at the location

 

8          VENUE

8.1       Attachment A shows the location of the regatta harbour and the location of the racing areas

 

9          THE COURSES

The courses to be sailed will be triangle courses

The diagrams in Attachment B show the courses, including the approximate angles between

legs, the order in which marks are to be passed, and the side on which each mark is to be left.

 

10        PENALTY SUSTEM

            No international Jury will be appointed

 

11        TIME LIMITS AND TARGET TIMES

11.1      The length of the course will be set to meet a target time of approximately 60 minutes for the first boat in each race to finish.

The time limit will be 90 minutes.

Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a)

11.2      Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing This changes rules 35,A4 and A5

 

12        SCORING

12.1      Four races are required to be completed to constitute a series.

12.2   (a)      When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

          (b)      When 5 ,6,7 or 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

 

13        SUPPORT BOATS

Support boats of the race committee shall be marked with Orange flag and

Judge boats will fly a yellow flag with “Jury” or “IJ”

 

14        BERTHING

Boats shall be kept in their assigned places in the harbour or land near the camping site on the parking

 

15        RADIO COMMUNICATION

Except in an emergency a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

 

16        PRIZES

Helmsman of the winning boat of the championship acquire the title ” Dutch OK-Klasse Champion” .

The responsible person of the winning boat acquires the Bleu Pennant of the RNWA.

Other prizes will be given as follows:

a-Prizes for number 1,2 and 3 in the general ranking after the entire regatta

b-Special price for first aluminium mast in the general ranking after the entire regatta

c-Special prize for first wooden mast in the general ranking after the entire regatta

d- The authorities may award special prices.

 

17        DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4 RRS, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

 

18        INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum   cover of Euro 1.500.000 per event or the equivalent.

20        TAILER PARKING, DOCKING AND CASR

All the participants shall park their boats and road-trailers on the premises of the harbour

and camping parking. No cars are allowed at the dingy park or on the property of privet houses.

Please follow the instructions of beach- and harbour masters at all times.

 

21        HOUSING CAMPERS CARAVANS and TENT

Regulations in the Netherlands prohibit sleeping in campers, tent and caravans parked along public roads or in car parks.

On the designated area of the camping and dyke of the harbor is sleeping in tents, caravans or campers allowed. Costs are not included of the fee!

 

22        ACCOMODATION

Competitors shall make their own housing arrangements. For information on accommodation check the web site: www.vvvfriesemerengaasterland.nl

On the Friday night there is a sailors buffet in the Café “Tjeukemeer” for a small price possible. If you like to take part of this please contact us so we can make a reservation.

The buffet will be on from 21.00 to 23.30 This will be a nice meet and great we hoop!

The Tjeukemeer is the largest lake in Friesland and fresh water no tides and wide open spaces and beautiful water to sail!
We hope to see you on a nice suny day in August!!

 

Atachment A Racing Area

Oosterzee is a small farming village on the edge of the Tjeukemeer ,with some small and narrow roads. Easy to drive to from the A6 comming from Emmeloord or from Joure/ Groningen. Before entering the harbour area it is wise to inform you about the traffic situation

 

Attachment B Course and Marks

Marks:

Start: two yellow cigar buoy’s on port side of the starting boat

Course buoyage 1,2 and 3 Orange cigar buoy about 1,5 meter high

Finish between two yellow cigar buoy’s on port side off the finish boat.

Please note: Marks are not numbered
